The project is still in the design phase. No details have been finalized.
The project work would occur on Main Street between Hartford Road and Center Street
The Main Street traffic light intersections at Hartford Road and Center Street would be converted into roundabouts
The current 2 travel lanes with no turn lanes would be changed to 1 travel lane in each direction with a turn lane in the middle
A dedicated bicycle lane (cycle track) would be added, primarily on the west side of Main Street, where the library currently is
Safety and accessibility improvements would make downtown safer for drivers, pedestrians, and bikers
Added Landscaping would make downtown Main Street more attractive
Construction would start in 2026

$5-$10 Million BEFORE grants! Of this number, most will have to cover mandatory infrastructure improvements. Over $8 Million in grants have been secured right now with another $10 Million to come, bringing total cost to Taxpayers to nothing if all grants are covered. At this time the Town does not have any intention of seeking citizen funding for the project!
IF taxpayers block the plan, then then local taxpayers will have to pay $5+ Million will be on taxpayers for the mandatory infrastructure improvements as the Grants only apply to the overall improvement project.
Downtown Manchester Improvements Project Board of Directors Presentation - Mar 8, 2022
Town of Manchester (CT, USA) Department of Public Works' Engineering Division and Department of Planning and Economic Development representatives presented a concept plan for Main Street, Downtown Manchester to the Board of Directors on their regularly scheduled January 4, 2022 town council meeting. The meeting was hybrid (part in person, part online via Zoom).
